Income Tax rebate on Housing Loan?

I'm a salaried employee working at Bangalore, and I'm constructing a house in Kerala, on a property owned by my mother (she is dependent on me). I'm planning to take a housing loan for completion of the construction work. I have 3 doubts regarding tax rebate. 1.) Am I eligible for income tax rebate for repayment of housing loan? 2.) Can I avail the rebate before the construction ends, during the repayment period? 3.) Is there a problem in availing the rebate as the plot is owned by my mother and not by me?.
