Importing without a US Tax ID number?

What if a one-person U.S. home office of a Chinese company needed to import a large shipment of something from China, but this U.S. entity was not yet registered with a Tax ID number? (Nor do they plan on registering for this simple one-man presence.) How would this U.S. office go about filling out the Taxpayer ID section on the customs forms? The shipment is currently waiting at a U.S. port . . . .
