If rent attachment notice is issued, is occupier liable to pay all dues or is restriced to a month rent only?

I reside in Chennai in a rented house. I was served a notice by Metro Water & Sewerage board for non payment of dues by the owner. The dues are pending from 1993 onwards and the total dues come to Rs.25,000/-. Whehter should I pay the entire amount or my liability is restriced to monthly rent of Rs.3,500/-
